^ Youre absolutely right, the reason the lighter quest is the same is because I think that these lighters are intended to be the same exact lighters from the same group of guys in the main game. They make it so you have to rely on building stealth kills to enable perks. For example, the first stealth kill (takedown or silenced weapon kill) grants tagging at 10m and move faster while crouched.
